Property Owner,
In a letter last August we informed you that the Town is
undertaking a Revaluation Project. Your prior assessed value was
established based on the estimated market value as of January 1, 1997,
the year of the last revaluation. Recent real estate sales indicate that
various types of property have changed in market value at different
rates and a few have even decreased in value. To maintain fair and
equitable assessments, all properties have been reviewed and assessments
adjusted to reflect market values as of July 1, 2004.
This notice advises you, in
accordance with Section 511 of the Real Property Tax Law, that the
preliminary assessment, shown on the reverse side, will
become the assessment for this property on the tentative assessment roll
to be filed May 1, 2005.
The notice also provides an
ESTIMATE of the affect on your tax liability. The
estimated tax dollar amount indicates what your tax might have
been if the preliminary assessments had been used for the
current tax levies.
Assessments for new construction may not be
completed yet but will be by May 1st and a change notice will
be sent. Exemption applications are still being processed and may not be
reflected in the tax estimate.
If you feel the new
assessment reasonably reflects current market value for this property,
you do not need to take any action. If you have questions, you may
schedule an appointment with the assessing personnel by calling (585)
374-6341 between 10 a.m. and 3 p.m. or in person at the Town Hall.
Please provide the parcel identification number for each parcel you wish
to review when making your appointment.
Please call within seven days
of receiving this notice
and please be patient and keep trying if you do not reach us
immediately.
To accommodate
everyone, all meetings will be held by appointment only and scheduled at
twelve-minute intervals. This informal meeting is meant to answer your
questions about your new assessment and the data we used to determine
the new values. If you believe the new assessment is incorrect, some
examples of documents you can bring to support your estimate are:
ü
recent sales prices of similar properties in your neighborhood
ü
photographs showing problems with the property or items you wish to have
considered, that we may not be aware of
ü
if the property has been for sale, a recent real estate listing
ü
if available, a recent appraisal completed for mortgage or estate
purposes
ü
any additional information you feel would help establish a fair market
value assessment
No value decisions will be made during the meeting. The
information you supply will be retained for your file and reviewed, and
you will be notified of the determination by mail, by approximately May
1st.
If you still disagree with
the assessment, you must file a formal written grievance with the Board
of Assessment Review no later than Grievance Day, Tuesday, May
24, 2005 at 8 p.m. A publication
entitled "How To File for A Review of Your Assessment" is available at
the assessor's office. Further judicial review is available only after a
grievance has been filed and the Board of Assessment Review has made a
determination.
This Revaluation Project, to date, has taken 8 months to arrive at
our goal of equitable values for everyone. We appreciate your desire to
be kept informed and involved with this very complex process.

Bristol Property Owner,
This year the town of South Bristol is
conducting a revaluation project to be completed for the 2005 Assessment
Roll. The State Office of Real Property Services encourages us to do
revaluations on a yearly basis. A revaluation project has not been
completed in the town since 1997. The real estate market has changed
significantly, and given that assessments are to reflect current market
values to insure equity and fairness to all property owners, it is
essential to review and update all properties in the town.
The town is
undertaking this project with assistance from the Ontario County Real
Property Tax Services for technical issues, and American Appraisal
Services for property field review. As the assessor I will be heavily
involved in all aspects of this project.
Currently, I am
reviewing our inventory and sales data for accuracy and consistency, and
determination of neighborhood delineation. In 2002, you should have
received an inventory data sheet in the mail, listing information for
your property. If you want to confirm that the information the assessor
has on file is correct you may call the assessor’s office at 374-6341 or
the Ontario County Real Property Tax office at 396-4382.
The next phase of
the project will involve Computer Aided Mass Appraisal, or CAMA
modeling. This involves use of the New York State RPS software to
determine a base assessment value. Once completed, the assessor and
American Appraisal Services will use these base assessment values to
conduct individual on site inspections of all properties in the town and
make any necessary adjustments to the CAMA generated values.
On the back of
this letter you will find a project schedule that also lists several
planned informational sessions for you to attend. At these sessions we
will explain the procedures used, when to expect notice of your new
assessment, and your rights to administrative review, as well as keep
you informed of the progress of the project. Please call 396-4382 to
sign up for these sessions.
Since assessments are based on
current market values, you should begin to look at recent sales in your
neighborhood and get a reasonable idea of what your property would be
worth on the open real estate market. Sales information will be
available at the assessor's office and the Ontario County Real Property
Tax office. Local newspapers also offer useful information.
We are confident
that this project will be completed on schedule, and realistic market
value assessments will be derived. Please plan to attend the
informational sessions, which will be held at the South Bristol Town
Hall and thank you for your interest in this undertaking.
